Abstract：Intheeraofdigitalintelligence，archivaldatasecuritygovemancehasbecomeacentralissueinthemoderzation ofarchival governance.This paper begins with the valueorientationof transformingdatainto factorsand thepractical demands underlyinggovernancemodernzation，andsystematicallyassesses theoperationaldynamicsof thecurrentgovernancesystem. Itidentifiespesistentproblemssuchasasymmetryingoveranceeffctivens，insitutioalmisalignment，andinsucient technological empowerment and soon.Onthis basis，the paper proposes feasible paths including optimizing the govermance architecture，buildingacolaborative governancemechanism involving multipleentities，andinnovating governance tools. These strategies aim todriveaparadigmshift inarchival data governance toward asecure，trustworthy，andeiciently coordinated model.
