Abstract： Through thesystematic sorting and analysisofrelevant archivalregulationsandarchival standards，this paper clarifiesthecitationrelationship betweentheexistingarchivalregulationsandarchivalstandards in China，suchasthedual aging of theregulations and standards andthelack ofupdating，certainunscientific citation methods，andthe dificulties inthesynergistic developmentbythe main entities involved，andsoon.Andthen the paper puts forward strategies for the development of synergistic governance relationship：speedinguptheupdate ofstandards and regulations to promote dynamic adaptationof thetwosides;adoptingnormativecitation methods，taking intoaccount theprincipleandfexibility;clarifyig the conotationof synergistic govemancerelationship，establishingadynamiccoordinationmechanism，with theaimof providing reference for the optimization of archival laws and regulations system.
