Abstract： The promulgation of the Measures for the Management of Electronic Archives has changed the previous fragmentedandmutualyisolatedsituationofvarious norms inthe managementofelectronicarchives.However，thetextof its provisions isstillfced withsuch problems as theambiguityoftheconnotationofelectronic archivesandthe narrowscopeof its extension，thesemanticdefectsofsomeofitsprovisions，thenegligenceofcopyrightrisks，andthelack ofprovisios onthe responsiblityforsupervisionandinspection.Basedonthebackgroundofthedigitaltransformationofarchivalundertakings， the Measures should be implemented andoptimizedfrom the perspective ofclarifying theconnotation and expanding the scope of electronicarchives，optimizing thecontentofthe provisions，strengtheningthe Measures'emphasis ontheriskofcopyright infringement，andclarifyngtheatitudeofactivelyensuringaccountabilityforviolatingtheprovisionsoftheMeasuresin ordertoactivelypromote the implementationandoptimizationof the Measures，andthus improve thequalityand effciencyof electronic archives management.
