Construction of public risk perception and emotional guidance intervention program for major public health emergencies

Abstract  Objective：To construct a scientific and practical intervention program for public risk perception and emotional guidance of major public health emergencies，and to provide policy recommendations and reference for the government to improve the emergency management system and coping strategies.Methods：Through literature research and group discussion，the intervention program was preliminarily formulated，and two rounds of expert consultation were conducted on 30 experts by Delphi method.Public risk perception and emotional guidance intervention program for major public health emergencies were finally determined.Results：The effective recovery rate of the two rounds of expert consultation questionnaires was 100%，the Cr were 0.81 and 0.82，respectively.The final intervention plan includes three first⁃level indicators：government level，social organization level，family and individual level.Among them，the government level includes 3 second⁃level indicators and 14 third⁃level indicators；the social organization level includes 2 second⁃level indicators and 15 third⁃level indicators；the family and individual levels include 3 second⁃level indicators and 12 third⁃level indicators.Conclusion：The construction process of public risk perception and emotional guidance intervention program for major public health emergencies is scientific and reasonable，which can provide reference for the government to improve the emergency management system and coping strategies.
