Abstract：The proposal and practice of archival data factors isan inevitablechoice forarchival Work to align with national strategy， integrate intothe construction of data factors market，and facilitate archival governance and the modernization of governance ability. Firstly，starting from the concept and connotation，the theoretical implicationofarchival datafactorsisexplained，the main characteristics of the system are analyzed， such as strong replicability，high reuse value，fast iterationspeed，highsecurityrisk，large incrementalscaleandexclusiveness.Furthermore，thevalueofarchival data factorsisdeconstructed from multi- dimensional perspectives，and its value embodiment in different scenarios is analyzed based on the three dimensions of data productionsubject，archival data flowandsocial and historical evolution.Finally，this paper puts forward therealization path of the value of archival data factors，including establishing the property right system of archival data factors by data governance，and guaranteeing thepotential value ofarchival data factors by system construction，releasing the basic value of archival data factors by technology application，and expanding the public value of archival data factors by social participation.
