Abstract：At present，China is in the critical stage of the conclusion of the 14th Five-Year Plan for the national archives industry and the launch of the 15th Five-Year Plan.Asa social force participating in and supporting the archives cause，the archives industry plays an important rolein optimizing the industry structure and improving efficiency. It also makes important contributions to national strategies such as serving the digital economy and cultural power， leading transformation and upgrading as well as high-quality development， andstimulatingpublic services and cultural vitality. Based on the main achievements and existing problems of the development of the archives industry during the 14th Five-Year Plan period，this paper clearly puts forwardthenewrequirementsforthedevelopment of the archives industry during the 15th FiveYear Plan period：institutional guarantee，marketoriented activation，modernizationandupgrading， and improvement of regulatory capabilities. At the same time，the concept of“archival industry support”is proposed，which is refined into institutional leadership，marketdrivingforce，transformation and innovation，and coordinated supervision，and then four main tasks are condensed： improvethe archives industry regulationsand standardssystem，formulatemarket activation strategies，promote the transformation and upgrading of service enterprises，and optimize the regulatory coordinationmechanism.
