经国序民，正其制度

治理国家，使人民安然有序，就要健全各项制度。原义为“圣明的君主在位时，治理国家，整顿百姓，严明有关制度”。之后，司马光在《资治通鉴》中引用了这句话，说明制度严明之于治理国家的重要性。在现代国家，完善的制度也应是治国安邦之本。

To successfully govern a country and ensure law and order among the people，systems must be improved. The concept originally meant “a competent emperor in powerwould govern the country，manage the people，and clarify the systems”. It was laterquoted by Sima Guang in History as a Mirror to illustrate the great significance of a strictand clear system to state governance. In modern times， well-developed systems are also thebasis for effective governance.
