构建支撑经济社会绿色低碳转型的二元标准体系

摘 要：标准是经济社会发展全面绿色低碳转型的基础保障，是实现碳达峰碳中和目标的重要支撑。本文梳理了我国绿色低碳转型过程中面临的主要形势与问题，通过构建支撑经济社会绿色低碳转型的二元标准体系框架，剖析了我国中长期标准化工作中政府颁布标准的重点领域和市场自主制定标准的主要方向，并提出了对策建议。

Establishment of the Binary Standards System to Support the Green and Low-carbon Transformation of Economy and Society

Abstract： Standards are the fundamental guarantee for the comprehensive green and low-carbon transformation of economic and social development， and an important support for achieving the goal of carbon peaking and carbon neutrality. This study sorts out the main situation and problems faced in the process of green low-carbon transition， by constructing the binary standards system framework to support the economic and social green low-carbon transition， analyzes the key areas of the government promulgation standards in the medium- and long-term standardization work and the main direction of the market independent standards independently developed by market， and puts forward measures and suggestions.
