标准评价研究的进展及分析

摘 要：标准评价可分为标准内容评价和实施效益评价两方面，是标准化建设的重要环节。本文通过文献整理，梳理了标准内容评价和标准实施效益评价的主要思路和主流方法现状，分析评价研究中存在的问题，并提出相关建议。本文拟为相关研究提供不同的观察视角和基础。

Literature Review and Analysis of Standards Evaluation Research

Abstract： Standards evaluation， which includes the evaluation of content and implementation effect， plays an important role in standardization. Through literature retrieval， this paper reviews the major research ideas and methods and their current shortcomings， and gives suggestions， providing different views and the basis for relevant researchs.

2015年国家先后发布《国务院关于印发深化标准化工作改革方案的通知》（国发〔2015〕13号）和《国务院办公厅关于印发国家标准化体系建设发展规划（2016-2020年）的通知》（国办发〔2015〕89号），提出通过开展评价活动强化标准的实施监督。（剩余8006字）
