生态环境分区管控成果在产业园区规划环评中的应用实践

摘要：生态环境分区管控与规划环评在生态环境管理体系中均起到源头预防的作用，二者的有效衔接对提高环境管理效率和质量有重要意义。以广东省某精细化工园区规划环评工作实践为例，分析了规划环评与“三线一单”的衔接内容，提出了促进二者有效衔接的建议，为进一步完善源头防控体系提供参考。

Application Practice of Ecological Environment Zoning Control Results in Environmental Impact Assessment of Industrial Park Planning

Abstract： Ecological environment zoning control and planning environmental impact assessment both play a preventive role at the source in the ecological environment management system. The effective connection between the two is of great significance for improving the efficiency and quality of environmental management. Taking the practice of planning and environmental impact assessment in a fine chemical industrial park in Guangdong province as an example， this paper analyzes the connection between planning and environmental impact assessment and “three lines and one order”， and puts forward suggestions to promote the effective connection between the two， providing reference for further improving the source prevention and control system.
