Research on the Overall Entrusted Operation Evaluation of Public Libraries： Construction of an Evaluation Indicator System Based on the Analytic Hierarchy Process （AHP）

Abstract The entrusted operation of public cultural facilities plays a positive role in enhancing public cultural services， improving service eficiency，and optimizingoperational effectivenes.In practice，ascientific，comprehensive，and practical evaluationindicatorsystem is essential forassssng theactualoperationalperformanceof entrusted institutions. This paper constructs an evaluation indicator system for the entrusted operation of public libraries using the Analytic Hierarchy Process （AHP）.The systemcomprises five primary indicators—responsibilitiesand functions，on-siteservices， reading promotion activities，talent development，and enhancementand innovation—along with 21 secondary indicators. The weight relationships among different evaluation indicators are determined，and an empirical studyis conducted to verifytheapplicability and effectiveness ofthe system.The findings provide areference for government decision-making， social supervision，and the developmentofpublic libraries，contributingto thecontinuous improvementof public library service quality and the advancement of the public cultural service system.
