推进紧密型县域医共体建设：破解协同治理壁垒优化体系生态

【Abstract】The construction of compact county medical health community has entered the stage of comprehensive promotion.Therearehugeopportunitiesandchallengestoimprovetecoverageandconstructionlevelofthecompactcountylevel medicalcommunity.Thisresearchsummarizedrelevantpoliciesandliteratureathomeandabroad，andanalyzedtherelatedera backgroundofthedevelopmentofcompactcountymedicalhealthcommunityandthekeyinfluencingfactorsoftheirdevelopment， sortoutthe keybarrerfactorssuchaspayment methods，managementsystems，service modelsand informationsharingas wel astheiriternallogicalrelationships，and put forward targeted countermeasures.Theconstructionofcompactcountymedical healthcommunityneedthescienticintegrationofmedicalandhealthrsourceswithincountyarea.Meanwhile，itisayto formulateprepaidplanofpopulation-basedglobalbudgetandrationalformulationinascientificandrationalmanner.Moreover， multiplebarriessuchaspymntbarriers，institutioalarriers，sercebarriersndinformatioarriersdtoeoved， blockages need tobecleared，broken linksneedtobeconnected，anddificulties need tobeovercome，soas toeshape the ecologyofthe medicalservicesystem，trulyimplementtheconcept of health-centeredness，andenablecountyresidents to enjoy high-quality，continuous and efficient medical and health services.
