由监督抽检后处理引发的对化妆品成品追溯的思考

摘要：监督抽检是化妆品上市后开展监管的重要手段，但在后处理环节由于追溯断链将导致无法查明不合格化妆品来源。文中旨在探讨当前化妆品成品追溯存在的现实问题，建议从法律法规完善、企业主体责任落实、监管体系分步构建三方面入手，建立化妆品追溯体系，维护化妆品市场的良好秩序，保障消费者用妆安全。

Thoughts on Traceability in Finished Cosmetics Challenges Caused by Post-processing Supervision and Sampling Test

Abstract：  Supervision and sampling test is an important means of supervision in overseeing the cosmetics market post-launch， but the current traceability system faces challenges to find out the source of unqualified cosmetics due to tracing the broken chain in the post-processing link. The paper is to discuss the practical problems existing in the traceability of finished cosmetics， and suggest that the traceability system should be established from three aspects： perfecting laws and regulations， implementing the main responsibility of enterprises and building the supervision system step by step， so as to maintain a good order in the cosmetics market and ensure the safety of consumers' cosmetics.

2021年，某地执法人员接到一起化妆品监督抽检的核查后处理任务，显示辖区某化妆品连锁门店经营的一款品牌化妆品经抽检被判定为不合格产品。（剩余6369字）
