Abstract: Byselecting innovative industry clusters,software industry bases,and torch specialized industrial bases as research objects,the paper analyzes the impact of pilot policies for innovative industry clusters on the total factor productivity of software industry bases and torch specialized industrial bases; by using the driving force pressure state influence response model,an evaluation index system for industrial cluster innovation system is constructed,and the vulnerabilityand spatial distribution characteristics of cluster innovation system are empirically analyzed.The results indicate that the pilot policies for innovative industrial clusters have promoted the improvement of total factor productivity in industrial bases; overall vulnerability of cluster innovation shows an olive-shaped distribution, gradually increasing from coastal areas to inland areas.Coordination of cluster innovation in most provinces is related to the level of economic development; Obstacle level of the innovation status system is relatively high,and talent resources and technological innovation are the main limiting factors; Innovation vulnerability exhibits spatial autocorrelation,with local spatial autocorrelation showing high-high and low-low clustering characteristics.Finally,policy recommendations are proposed to improve the vulnerability of cluster innovation from three aspects: integration of technological innovation and industrial inovation, integration of chain and cluster,real economy and digital economy.
