Research on the Digital Transformation and Its Path of Urban Community Sports Autonomy in China

Abstract：Toassistinthecomprehensivedigitaltransformationofcitiesandenancetheirsports governancecapabilities，this paper，applying theempowermenttheoryandusing methods such as literature reviewand field investigation，explores the basicconotation，urrentforms，andlogicalreasoningof thedigitaltransformationofurbancommunitysportsautonomy，and proposespracticalpaths.Theresearch findsthat thedigital transformationofurbancommunitysportsautonomyisaprocessof enhancingthedigitalliteracyandcapabilities ofcommunityresidents，establishing networkconnections forcommunitysports autonomy，and creatinganenvironment for participating incommunitysportsautonomy，therebyreducing the senseof powerlessnessandvulnerability broughtaboutbydigital transformation.Theresearchsuggests thatalthoughsignificant progresshasbeen madeinthedigital transformationof urbancommunitysportsautonomyin China，therearestillpractical problemssuchastheneedto bridgethedigitaldivide，theneed tounleashthesocial vitalityofdigital platforms，and the insuficientenergyreleasefromdynamicfeedback systems.Inthefuture，thedigitaltransformationofurbancommunitysports autonomyshouldtakedigitalinclusivenessastheguiding principleof institutionaldesign toensurefairandjustparticipation of urbancommunityresidents insportsautonomy，and should be guidedbytheconstructionofsocial infrastructure toenhance theserviceguaranteecapacityofdigitalplatformsforsportsautonomy，andaimtoproviderefinedsportsservicestoicrease theenthusiasmofresidents toparticipateindigitalsportsautonomy.Basedonthese measures，itwillcontributetothedigital transformation ofthe entirecityand the construction ofsmart cities.

2025年10月，国家发展改革委等5部门联合印发的《深化智慧城市发展推进全域数字化转型行动计划》中明确指出：到2027年底，数据赋能城市经济社会发展取得明显进展，“高效处置一件事”覆盖城市运行重点事件，“高效办成一件事”覆盖高频民生事项，数字经济成为城市发展新动能，在城市智慧高效治理、便捷普惠服务、城市数字更新等重点领域和关键环节取得突破性进展[1。（剩余12747字）
