Abstract：Theformulationandimplementationofthe“15thFive-YearPlan”forthedevelopmentoffotballisof great significanceforfullimplementing thespiritof theNationalFotballConferenceandpavinganewpathfortherevitalization anddevelopmentof Chinese football.This study takes thedevelopmentofChina’sfotballduring the15thFive-YearPlan periodastheresearch objectandadopts multipleresearch methods including the literaturereviewmethod，expert interviews， fieldinvestigations，etc.Basedontheunderstandingof China’sfootball，theexisting problems inthedevelopmentofChina's football，andtheanalysisofinternationalexperienceinthedevelopmentoffootball，thisstudyproposesthetargetsand positionig，ideasandtasks，measuresand guarantesforthedevelopmentofChina’sfotballduringthe15thFive-YearPlan period.Through five－yearconstruction，anewpaternof eficient governance，talent generation，excitingmatches， prosperousculture，leading technology，andactiveindustryforthedevelopmentofChina’sfotballwillhavebeninitially constructed.
