Dynamic control research on CCUS technology investment in coal-fired power plants under environmental tax

Abstract: To further explore the investment decision-making of Carbon Capture, Utilization,and Storage (CCUS)technology in coal-fired power plants under the background of environmental taxes,a dynamic control model for CCUS technology investment in coal-fired power plants based on environmental taxes was constructed.Then,the investment decisions at the steady-state equilibrium under the conditions of profit maximization and social welfare maximization were analyzed.Finally,data simulation was conducted.The results indicate that the electricity price increases with the increase in the environmental tax, and the value of the environmental tax also determines the relationship between the electricity price and CCUS technology. Reasonable resource alocation and the rational design of environmental tax policies in coal-fired power plants can better coordinate technology development and environmental tax to achieve emission reduction. Under profit maximization,the initial carbon emissions and the size of the technology affect the trend of equilibrium investment as the environmental tax changes.When f>3d 24 ρ(t), the equilibrium investment decreases with the increase in environmental tax; when (20 ρ(t), the equilibrium investment increases with the increase in environmental tax. The CCUS technology investment in coal-fired power plants under profit maximization is higher than that under social welfare maximization.Social welfare more effectively promotes technological innovation compared to profit.In both conditions,the control system exhibitssaddle point stability.The findings can provide a basis for coal-fired power plants to make CCUS technology investment decisions under the environmental tax policy.
