The Era Demands， Realistic Challenges， and Response Strategies for High-Quality Development of Youth Sports in China

Abstract The development of youth sports is crucial to the construction of an education powerhouse，a sports powerhouse，and a Healthy China，and has long been a priority for the Communist Party of China and the Chinese govermment. Based on policies issued sincethe 18th National Congress of the Communist Partyof China to strengthen youth sports and guided by General Secretary Xi Jinping's important discourses on sports，this study analyzes the contemporary demands for high-quality development of youth sports in China from four dimensions： systematic planning，integrationof sports and education，innovation-driven approaches，and enhancement of sports literacy.The research identifies persistent challenges in China's youth sports development： 1） Inadequate implementation efficiency ofschol sports policies，weak improvement in teaching quality，incomplete safety mechanisms，and insufficient foundational role of school sports; 2） Persistentconflicts between academicand athletic training，insuffcient integrationof competitions，poor coordination incultivating competitive reserve talents，and incomplete integrationof sports and education; 3）Lack offamilyparticipation incollaborative governance，limited coordination capacityof sportssocial organizations，and low efectivenessofcollaborative governance; 4） Uneven resource alocation and regional disparities in youth sports development between urbanand rural areas.The study proposes strategies to address these issues： strengthening the educational functionof school sports to consolidate the foundation of youth sports development; deepening the integrationof sports and education to establish a multi-stakeholder colaborative governance mechanism; and developing new quality productive forces to empower high-quality youth sportsdevelopment through technological innovation.
