Abstract：The high-qualitydevelopmentofthe archivalundertakings isan inevitablerequirementforthemodernization ofthenational governancesystemand governance capacityand thenew roundof technologicalrevolutionand inustrial transformation duringthe15thFive-YearPlanperiod willprovideimportantopportunities forthe integrationof thearchival industryintonationalstrategies.Therefore，basedontheanalysisofthe historical backgroundandrequirementsof the developmentofthearchivalindustryduringthe5thFive-YearPlanperiod，tisarticleproposesfromatheoreticalperspective thatthehigh-qualitydevelopmentof thearchival industryisasystematicenginering guidedbyvalueempowerment，with ideology，technolgyovationtem，ndtalentastelosedloop.Froapacticalperspetive，iteveloe dimensional path of "humanistic empowerment，technological empowerment，and governance empowerment" forthe highquality development of the archival industryprovidingreferenceforthe planningofthe archival industry development during the 15th Five-Year Plan period.
