Abstract： The15thFive-Year Plan period is acrucial stage for China tocomprehensively buildamodernsocialistcountry. As astrongdrivingforceforpromotingthehigh-qualitydevelopmentof thearchival industry，archivaldata governanceisa strategicpivotandimportantcategoryforthedevelopmentofthearchivalindustryduringthe15thFive-YearPlanperiod.It is necessary toestablishasoundarchivaldatagovermancesystemand governancecapacityandbuildamodernnewecology for archival data governance.Basedonthe practical backgroundof archival data formation，this paper analyzes the application scenariosand targetscenariosofarchivaldatagovernance，explores thetheoreticalconnotationanderacharacteristicsof modernizationofarchivaldata governance，andconsolidates thetheoretical foundationof modemizationofarchival data govemance.Focusingonthe practical problems existing inthe processof archival data govermance，adhering totheidea of ecologicalcivilizationandtheconceptofco-development，co-governanceandsharing，itisncesarytostrengthenpolicy guidance，buildasolidfoundationofresources，promoteteempowermentofdigitalintellgence，activatetevalueofcival data elements，and promote the modermizationofarchivalcause and the Chinesepath to moderization withthe modemization of archival data governance.
