数据安全政策的解读与优化

——基于政策文本和案例文本的质性比较

摘  要：通过对数据安全相关政策文本和案例文本的质性比较，深入了解当前我国数据安全政策存在的问题和不足之处，分析政策实施中的难点和挑战，并提出有针对性的政策优化建议，对于进一步提高我国数据安全保障水平、推动数据安全研究的深入发展、提高政策制定和实施的效果具有重要的意义。

Abstract： Through a qualitative comparison of data security-related policy texts and case texts， this paper aims to gain an in-depth understanding of the problems and shortcomings of current data security policies in China. After analyzing the difficulties and challenges in data security policy implementation， this paper puts forward targeted policy optimization suggestions， which are important for further improving the level of data security protection， promoting the in-depth development of data security research and  enhancing the effectiveness of policy formulation and implementation in China.

自2010年起，我國陆续颁布《中华人民共和国保守国家秘密法》《促进大数据发展行动纲要》和《关于构建更加完善的要素市场化配置体制机制的意见》等，其中涉及数据安全政策导向明确和国家数据战略清晰的内容。（剩余8609字）
