英国《信息自由法》历史沿革及应用现状研究

摘  要：《信息自由法》是英国档案法律体系的重要组成部分，历经近两个世纪发展和完善，为信息自由提供了完备的法律保障。通过对《信息自由法》历史沿革和法律实践详细分析，提出系统性和专业性统一，信息服务公益和有偿有机结合，注重档案信息资源开发与利用等档案法制建设方面的对策建议。

Abstract：  FOIA（Freedom of Information Law）is an important part of the British archival legal system. After nearly two centuries of development and improvement， it provides a complete legal guarantee for the freedom of information. Through the detailed analysis of the historical evolution and legal practice of the FOIA， it gives systematic and professional policy suggestions on the unification of information service， the organic combination of public welfare and compensation， and the development and utilization of archival information resources.
