机构改革推动档案事业转型发展和高质量发展的内涵与途径研究

摘  要：本文通过国内外相关研究文献分析，提出党管档案、精兵简政、局馆分离、配套政策是档案事业转型发展、高质量发展的内涵，依法治档、创新机制、协同推进、强化基层是档案事业转型发展、高质量发展的途径。

Abstract： Based on the analysis of relevant research documents at home and abroad， this paper puts forward that  party-managed archives， streamlined administration， separation of bureaus and libraries， and supporting policies are the connotations of the transformation and high-quality development of archives， and that the transformation and high quality development are carried out through the following measures such as governing the archives according to law， innovation mechanism， collaborative promotion and grassroots reinforcement.

2018年，新一轮的机构改革推动档案机构改革和事业单位分类改革，明确国家档案局和中央档案馆继续保持“一个机构两块牌子”，与改革前一致属于中共中央直属机关下属机构，而省级层面改革得到党中央的肯定，档案机构基本达成“局馆分设”的共识。（剩余3875字）
