Construction of evaluation index system for nursing professional and technical titles based on the ICN core competency framework

Abstract  Objective：To construct an evaluation index system for nursing professional and technical titles based on the ICN core competency framework.Methods：A qualitative research design was used to select 23 nursing and management experts nationwide.Group interviews were conducted through a combination of online and offline forms，and the Colaizzi content analysis method was used to integrate and form a professional title evaluation index system.Results：The interview lasted for a total of 758 minutes，with a total of 183 000 words transcribed.171 meaning units were constructed from the textual materials，and then clustered into 30 theme prototypes.Based on the ICN nurse core competency framework，it was summarized into 7 themes：basic qualities，clinical nursing leadership，nursing services，educational and teaching abilities，ward management leadership，professional development，and continuing education.The final evaluation index system for nursing professional and technical titles includes 3 first level indicators，9 second level indicators，and 21 third level indicators.Conclusion：The evaluation index system for nursing professional and technical titles based on the ICN core competency framework included the evaluation of nurse workload，and focused on reflecting the clinical practice ability and performance level of nurses.
