Construction of an intelligent empowerment system for earthquake disaster scenario construction in a social data-sharing ecosystem

AbstractEarthquake disaster scenario construction constitutes a critical technological approach for enhancing earthquake preventionand disaster mitigationcapabilities.However,itsprecisionandtimeliness remainconstrained bythe limitations of traditional data sources.This study systematicalyexamined the enabling mechanisms of social data in earthquake disastersenarioconstructionfocusingonthecharacteristicsofcomprehensivenessdyamism,anddersity. Ahierarchicalclassification framework forsocial datais proposed bymapping thedatarequirementsforscenario construction. Case studies integrating Zhejiang's public data platforms,social media dynamics,and commercial remotesensingata demonstrate that multi-sourcedata fusion significantly improvesscenario authenticityrefinement,and dynamic adaptability.The research reveals that social data effectively compensate for coverage gaps in traditional data sources,substantiallystrengtheningthescientificvalidityofdisaster prediction,resource allocation,andpublicesponse mechanisms.Building on these findings,the study proposes institutional innovations for data sharing,technological integrationpathways,andpolicyrecommendations,providing theoretical andpractical foundations foradvancing earthquake disaster scenario construction toward a “physical-social” modeling paradigm.
