Can Smart City Construction Improve Urban Resource Mismatch？ —Based on the Perspectives ofGovernment Intervention andRegional TechnologicalInnovation

Abstract：This paperempiricall examines theimpact of smartcityconstructiononurban resource mismatch basedonthepaneldataof282citiesatprefecturelevelandaboveinChinafrom2o9to2O21，andonthebasisofmeasuringtheresourcemismatchindexofchcityusingouble-dierencemehod，terogeneitynalsisndmedationectaalsis.Itisfoudtat firstly，China'ssmartcityconstructioncanimproveurbanresource mismatch，andtheresultsremainrobustthroughhetest. Secondly，mechanismanalysisfindsthatChina'ssmartcityconstructionimprovesresourcemismatchbyreducingthelevelof governmentiterventionandincreasingthelevelofgionaltchnologicalinnovatio.irdlyterogeneitynalysisdsat themitigationefectofsmartcityconstructiononresourcemismatchismostsignificantinthecentralregion，andtheimprovementeffctofsmartcityconstructionisnotsignificantintheeasternandwesternregions.Themitigationeffectofsmartcities onresource-basedcities issignificantlybeterthan thatonnon-resource-basedcities.Therefore，underthenewdevelopment paradigm，itisssentialtobuildmartciisinlocationspecificmaner，innoateinthedevelopmentofsartcitis，inte veneinthe market inarationalway，promotetheflowoffactors，and enhancetheeficiencyofresourceallcation.
