The Evolution of China's Fertility Policy and the Current Fertility Policy

Abstract：Againstthebackdropofnegativepopulationgrowthandpersistentlylowfertilityrates，exploringtheurrentfertility situationandpoliciesinChinaisof greatsignificanceforpromotinglong-termbalancedandhigh-qualitypopulationdevelopment.The paper analyzes changes in China's fertilitylevelsanddemographic trends，pointing outkeyfeaturesof thecrrent fertilityrateinChia，namely，teertlityateisatanextremelylowevel，andisstilldclinig，threaresignificantgioal andurban-ruraldisparitiesinfertitylevels，andthecausesoflowfertilityaecomplexanddiverse.Itreviews theevolutionand adjustmentofCina'sfertilitypolicy，ndbasedonthis，analyestheframeworkofteurrentfertilitypolicy.Inthisrgarditis proposed to improve thetop-level design，enhancethesynergyof policies，andbuildafertilitysupportpolicysystemthatcovers theentir lifeycleandtheentirepopulation.Itisalsosuggestedtoclarifytemainentitiesresponsibleforfertilityandtoeasonably share the costs of childbirth.
