Abstract:General SecretaryXi Jinping attches great importance tothe reform ofthe homestead systemand has deliveredaeries ofimportantdiscourses that providefundamental guidance forits implementationin thenew era.The reformhasprimarilyfocusedonrectifying irregularities intheuseofrural homesteads,exploringthe specificimplementation forms of the "separation ofthree rights"(ownership,qualificationand useright),piloting the paid-use arrangements，establishing mechanisms for farmers'voluntarycompensated withdrawal,andactivatingandutilizing idle homesteadsandvacantruralhouses.Withinjustadecade,notableprogresshasbeenachieved,bringingaboutaistor ic transformation in the relationshipbetween homesteads and the broader the "Three Rural"isses(issues concerning agriculture,rural areas and farmers).Homesteads have evolved from means of subsistence for housing security into productiveasets that enhance farmers'property income.They have thus emerged asa vital factor in advancing modernagriculture andasa lasting driver of rural revitalization.
