摘 要：公共服务是现代政府的基本职能之一，开展公共服务质量监测有利于推动公共服务工作的持续改进。本文通过对公共服务质量监测标准体系展开研究，为公共服务质量监测标准研制以及公共服务质量监测工作提供技术支撑。

Abstract： Public service is one of the basic functions of modern government. Carrying out public service quality monitoring is benefi cial to promote the continuous improvement of public service work. Through the research on the standards system of public service quality monitoring， this paper provides technical support for the development of standards on public service quality monitoring and public service quality monitoring work.

1 研究背景和目的

为人民群众提供满意的公共服务是现代政府治理的核心理念，也是建设服务型政府的内在要求，更是我国全面建成小康社会的根本保障[1]。（剩余3625字）
