浅析暴雨洪涝灾害的应对措施与展望

摘要 受全球气候变化和城市化进程加速的影响,极端天气过程,尤其是暴雨引起的城市内涝问题愈加严重,降水量大且受灾区域广等特征明显。基于近年来突发、多发、频发的城市洪涝灾害,从暴雨的形成、洪涝灾害的成因、应对措施等进一步提出展望,以期为城市的防灾减灾建设提供理论参考。

Analysis on Countermeasures and Prospects of Rainstorm and Flood Disaster

Abstract Influenced by global climate change and accelerated urbanization process, urban waterlogging caused by extreme weather process, especially rainstorm, has become more and more serious, with large precipitation and a wide range of affected areas. Based on the sudden, frequent and frequent urban flood disasters in recent years, this paper further puts forward prospects from the formation of rainstorm, causes of flood disasters, and countermeasures, In order to provide theoretical reference for urban disaster prevention and reduction construction.

据统计,2000年以来,我国70%的城市出现过严重的洪涝灾害,33%的大城市发生过严重的洪涝灾害,其中,降水小时雨强和中雨以上强度降水比重均呈上升趋势,降水以“短时、量大”为特征出现的概率增加,其引发的洪灾、涝渍、崩塌、滑坡、道路和桥梁受损、农田损毁、人畜伤亡等灾害日益增多。(剩余4548字)
