基于利益冲突的科技成果转化廉政风险防控管理建议和运行机制研究

摘要：文中以高校院所科技成果转化贪腐案例为切入点，分析科技成果转化过程中存在的主要廉政风险，提出基于利益冲突的廉政风险防控管理建议，并结合高校院所实际情况，构建了基于利益冲突的科技成果转化廉政风险防控管理运行机制。

Research on Risk Prevention and Control in the Transformation of Scientific and Technological Achievements with a Focus on Clean Government Based on Conflict of Interest

Abstract： Taking corruption cases of scientific and technological achievements transformation in universities and institutions as the starting point， this paper analyzes the main risks of corruption in the process of transforming scientific and technological achievements， puts forward suggestions on prevention and control management of clean government risks based on interest conflicts， and builds an operation mechanism for prevention and control management of scientific and technological achievements transformation based on interest conflicts in combination with the actual situation of universities and institutions.

近年来，国家、各省份陆续推出了一系列旨在促进科技成果转化的法律法规，部分省份也推出了具有针对性的小切口立法，比如福建省拟出台的《福建省职务科技成果管理规定》等，但科技成果转化法律体系仍不够完善，有些情况下，科技成果转化政策与财政、审计、纪检、人事等监管要求之间存在一定程度的冲突；特别是近几年科技领域发生的科技成果转化相关贪腐案例，也凸显了科技工作者在法律意识方面的不足。（剩余7705字）
