Abstract:In 1978,China launched its reform and opening-up policy, marking the beginning of a new era of economic transformation. Concurrently, the issue of the future status of Hong Kong emerged as akey diplomatic issue. As oneof the earliest cooperative initiatives between Guangdong province and Hong Kong, the Daya Bay Nuclear Power Station projectbecame a significantvehicle during the Sino-British negotiations over Hong Kong’s sovereignty. The United Kingdom viewed the joint venture as an“economic trump card,”aiming to leverage financial investments and market access to secure favorable concessions from the Chinese government on the broader Hong Kong issue. For its part, the Chinese government regarded the project as a strategic opportunity to atract foreign capital and advanced technology. While steadfastly upholding national sovereigntyand safeguarding Hong Kong's vital interests, the Chinese government engaged in pragmatic negotiations with the UK,ultimately concludingthe joint venture agreement forthe Daya Bay Nuclear Power Plant in 1985.These negotiations notonlyreflected the complex dynamics of Sino-British relations during the 198Os but also played a consequential role in shaping the trajectory of the bilateral talks on Hong Kong's future.
