Abstract： Following the convergence of northern and southern cadres in 1949，CPC organizations across Zhejiang province exhibited divergent development trajectories.The Hangzhou CPC undergroundand the Provisional Special Committeof the CPC in eastern Zhejiang concluded their operations，forming a new organizational structure centered on the southbound cadres.Incontrast，the Special Commitee of the CPC in Chushu and the Prefectural Committee of the CPC in southern Zhejiang retained their personnel structures that diverged fromthe expected model due to the persistence of local cadres.To address the policyand ideological divergences between southbound and local cadres after the organizational restructuring，the CPC Zhejiang Provincial Commitee intensified its institutional development，implemented targeted policy training and ideological education，and emphasized the organizational affiliations of individualsover theirregional identities.Thesemeasures notonly effctively preserved theunityof the cadres but also laid a robust organizational foundation for the successful execution of subsequent tasks.
