“医防融合”中预防类服务的界定和实现路径探讨：以2型糖尿病为例

【Abstract】BackgroundThe valueof "Integration of medicalservices and preventive services"has been expanded fromimproving thequalityofchronicdiseasecaretodrivingthetransformationoftheentirehealthsystemfroma"treatmentcentered"toa"health-centered"approach，hilealsocontributingtocostcontrolandeficiencyimprovementofthealthsystem. However，thedefinitionof"preventiveservices"remainsunclear.ObjectiveUsing Type2diabetescareasacase，this study aimstoconceptualize"preventiveservices"andspecifycorrespondingserviceitems，whileexploringthepathways toimplement theseservices.MethodsTheoreticaldeductionwasconductedbasedonthesocialdeterminantsof healthframework，the conceptf tertiaryprevention，policyimplementationtheoryndtheCapabilityOpportunity，otivation-Behaviour（OB） model.Furthermore，asynthesisofpublishedresearchandguidelineswasperformed toconstructaconceptualframeworkand implementationpathwaysforpreventiveservices.ResultsThedevelopedconceptual frameworkfortype2diabetes "preventive services"featuresacross-cuttingstructure，encompassing theentirediseasecontinuumfrom health torehabilitationafter functionalimpiet，ndicorpatesteretiosacroomitydiniidallevels.icsatthdlleel alsoincorporateafamilyperspective.Regardingimplementation，fourkeypathwaysareproposed，including"accountability""capacitybuilding""financialincentives"and"resourcealocationandenablingconditions".ConclusionUsing typediabetes as anexample，this studydefines "preventiveservice items"and explores pathways for their adoption and execution within the policyframeworkofaCompactMedical Consortiu.Thedefinitionspans macro，community，andindividuallevels.Thestudyposits that"accountability""capacitybuilding""financialincentives"and"resourcealocationandenablingconditions"canbeusedin CompactMedicalConsortumtofacilitatetemplementationofpreventiveservices.Alltheseeffortswillcontributetofosterashift inmindsetandpracticefrom"treament-centered"to"prevention-centered"，andtoprovideconcrete，actionablesuggestionsto advance "integration of medical and prevention services".
