应急物流标准体系构建研究

摘要：应急物流为突发事件下的物资供应提供了重要的保障支撑。新冠肺炎疫情流行期间，我国应急物流在实际运作过程中暴露出了很多方面的问题，本文关注应急物流问题发生背后的标准支撑体系，构建覆盖应急物流服务及保障功能的标准体系框架，为应急物流的系统建设及运行提供标准化技术支撑。

Research on the Construction of Emergency Logistics Standard System

Abstract： Emergency logistics provides important support for the supply of materials in emergencies. During the COVID-19 pandemic， many problems have been exposed in the actual operation of China's emergency logistics. This paper focuses on the standard support system behind the occurrence of emergency logistics problems， builds a standard system framework covering emergency logistics services and support functions， and provides standardized technical support for the system construction and operation of mergency logistics.

0 引言

应急物流的概念最早是由美国学者提出来的，国内学者对应急物流的关注及研究主要集中于2003年非典疫情爆发后的几年间，研究领域涉及应急物流的基本理论、系统构建、模型研究等方面，2020年出现的新冠肺炎疫情再次使应急物流成为社会关注的焦点。（剩余3287字）
