科技创新生态是政府、企业、市场、产业、金融、人才、制度等融合发展的创新系统。全省科技创新推进会上，山东印发《关于加快构建一流科技创新生态的意见》，围绕科技创新政务生态、人才生态、产业生态、企业生态、金融生态、开放生态、研发生态、文化生态等8个方面全面优化科技创新生态。
