[Abstract]Terehasbeealong-staningproblemofsupplyfrgmenatinintefeldofruralpublicuture.Inthneweraefosguided byclturaltousteaticholadiddrtiatientpmotduit havealsotrigerednewtypesoffragmentationproblemssuchasunbalancedgamefmultilevaluesfragmentedcooperationofmultiple subjectsadinteoiafddtgsdctsschstfuefiodttt itestritsthecollborativeinovationamongthemainbodies，theutitarianismofruralcutureandtelackofcuturalsubjetitymong residents，andthemismatchbetweenthesupplymodelandthesocialdemandstructure，whichhavebecomeimportantobstadestothe high-quaitdevelopmentofpubliculturaservices.Thekeytothefragmentedgovemanceofruralpublicculturalsevicesistoproteth establishmentotiatoogalldatdtiatempmdadi evolution.Thereforewsouldtaketheonstructioofaruralpublictualsymbosisystemasthepathtoconsolidatesatedents integratefragmentedntibockcmplexanelstrgthnthitutioalsupporttoughtrategissuchsploiltural symbiosisnits，nrichingctualymbiosismodels，ptimizingculturalymbiosisintefaces，shapingsymbiosispolicyenvironmetstt promote fragmented governance through diversified symbiosis from bottom to top.
