A multi-objective fuzzy optimization model for emergency supplies distribution in hub-and-spoke network considering satisfaction

Abstract: In response to the problem of how to measure the satisfaction of disaster victims in the emergency supplies distribution after disasters, this study comprehensively considered both time and supplies satisfaction. By leveraging general fuzzy numbers and trapezoidal fuzzy numbers to represent the uncertainties in emergency relief supplies arival quantities and delivery times, a multi-objective fuzzy optimization model under the hub-and-spoke network framework was constructed. The model simultaneously pursues three objectives: maximizing satisfaction, minimizing costs and maximizing coverage. An improved greedy algorithm was developed to solve the proposed model. The results demonstrate that the hub-and-spoke network-based multi-objective fuzzy optimization model can maximize comprehensive satisfaction while minimizing emergency costs, and meeting basic requirements for emergency supplies quantities and timeliness. Finally, taking the flood disasters in Fujian Province in 2023 as the case background, the improved model and algorithm were applied to simulate the emergency supplies distribution problem in 9 prefecture-level cities, so as to ensure that the needs of each disaster-stricken site were met to the greatest extent, thus verifying the feasibility of the model.
