前端控制的法律实现路径研究

——以澳大利亚新南威尔士州为例

摘要：前端控制作为文件档案管理的基础性原则，其实现路径远比理论构建更为艰难。论文在梳理前端控制内涵的基础上考察国内外前端控制实践现状，剖析我国前端控制现实障碍，最后以澳大利亚新南威尔士州为例，全面解析其前端控制法律实现路径，以求为我国提供借鉴和参考。

Abstract： As a fundamental principle of re？ cords and archives management， front- end control is much more difficult to implement than theoretical construction. On the basis of sorting out the connotation of front- end con？ trol， this article examines the current situation of front- end control practice at home and abroad， analyzes the practical obstacles of front- end control in China， and finally takes New South Wales in Australia as an example to comprehensively analyze the legal implementa？ tion path of front-end control in order to pro？ vide reference and guidance for China.
