Abstract：To enhance coordinated management of electromagnetic resources and enable rapid target allocation during command and control operations，an OODA loop-integrated framework design forelectromagnetic resource management in maritime distributed electronic warfare is proposed.A convergence trend between the Observe and Orient phases within rapid sensing and cognitive processes is identified，and an additional assessment procedure is introduced.Subsequently，this conceptual approach is embedded into the system’s resource manager，with detailed descriptions ofits architectural composition.Finally，the scientific validity and operational feasibility of the electromagnetic resource management system are demonstrated through a scenario-based case study of maritime distributed electronic warfare.
