AbstractTo address the urgent needs of the sixth-phase construction of the "Three-North" Shelterbelt Program in Hebei Province，this study conducts a systematic analysis and discussion on the key problems encountered during the implementation phase of the sixth-phase project.Thecontentcovers issues such as single tree species，difficulties in forest land management and protection，lack of overallplanning for forest and grassland construction，constraints of natural conditions，and fluctuations in forest quality.Through field investigations，statistical data analysis，and literaturereview，the specific impacts of the above-mentioned problems on the effectiveness of shelterbelt construction are revealed，and corresponding solutions are proposed.
