Abstract：How to exert the role of electromagnetic spectrum elements in the kill chain has always been a key issue restricting the generation of joint operation effectiveness. The inherent relationship of mutual dependence and coordinated evolution between the electromagnetic spectrum and kill chains is revealed through the analysis of their action mechanism and operation law.Combined with the development status of electromagnetic atack and defense technologies，the winning mechanism of electromagnetic empowerment for the kill chain is proposed. The research aims to construct a theoretical framework for electromagnetic spectrum empowering the killchain，and provide useful enlightenment for the application of spectrum resources in the future joint operation system.
