Abstract：Inrecentyears，publicwork programshavebecomeanimportantmeanstopromoteof-farmemploymentofrurallaborin ecologicalfunctionalareas.However，theiractualimpactontheemploymentqualityhasnotbeenfullexaminedinempiricaltudies. BasedonthesureydataofruralhouseholdsinBeijing'scologicalconservationareasinO1，tepaperexplordthepromotioefect ofpublic workprogamsontheemploymentqualityoflocalrrallaborerforceaftercontrollngthesampleselectionbasbyaplying endogenousswitchingregresionmodel.Theresultsshowedthat：（1）Participationinpublicworkprogramshadasignificantositive impactontheploymentualityofurallborfore，witanestimatedcoeientof982.Aterconrollngthsampleselectionias thispositiveiacttillistedndasilyedinegongourproigbabilityangi coverage，andincreasingjobsatisfaction.DiferenttypesofpublicworkprogramshadvaryingefectsonemploymentqualityBoth thesubsidizedurbanpublicservicejobprogramandthejobcreationprogramfromsocialwelfareorganizationsignificantlypromoted employmntalityithimatedeicientsof.6and14.54espectilyileteetofologicalpublicokoaas significantlynegative.（3）Bothendogenousswitchingregresionandheterogeneityanalysisindicatedthatpublicworkprograms efectivelytargetedthedisadvantagedgoupsintheecologicalconservatioareasandplayedakeyroleinprovidingemploymentupport buthe focus and promotionefectonwomenshouldbeimproved.（4）Mechanismanalysis showedthatpublic workprograms mainly improvedtheemploymentqualityoftheuralaborbyincreasingtheirtainingopportunitiesofparticipantsandexpandingthesaleof socialetworks.Thispaperiovativelyadoptedtheslectionbiascorrectionmethdtoidentifythenetfectofpublicorkprograms ontheof-farmmploymentqualityofrurallaborforceinecologicalconservationareasandteefectivenesoftargetingBasednthe aboveconclusions，thispaperputforwardpolicyimplicationsfromtheaspectsof targetingacuracy，thecombinationofdiferent employment promotionprograms，and the improvement ofemployment rights for ecologicalpublic welfarepositions.
