Abstract： [Purposes] In the context of the innovation-driven development strategy，this study analyzes the development status，core problems，and causes of third-party scientific and technological achievement evaluation in Henan Province，and proposes improvement countermeasures，in order to provide theoretical support and practical reference for Henan Province to improve its market-oriented evaluation system and build a national innovation highland.[Methods] Based on the policy practices and pilot experiences in Henan Province，this study is conducted through the logicalframework of "current situation review—problem diagnosis-countermeasure design".[Findings] The results show that although Henan Province has initially established a policy environment，formed a pilot network，and explored standards for third-party evaluation of scientific and technological achievements，it stillfaces several deep-seated contradictions： the lack of specific implementation rules and insuficient coordination in policy implementation; shortcomings in professional capabilities and imbalanced regional service capacity; utilitarian tendencies on the demand side and service deficiencies on the supply side in the third-party evaluation of scientific and technological achievements; and the absence of provincial coordination and market fragmentation in the third-party evaluation system.[Conclusions] In response to the above problems，a systematic governance path is proposed： strengthen institutional guarantees and policy coordination to provide standardized institutional support; enhance the professional capabilities of evaluation institutions and build a healthy service ecosystem; reconstruct the coordination mechanism between supply and demand to remove obstacles in the transformation chain of scientific and technological achievements; deepen regional coordination and data sharing in the third-party evaluation mechanism to resolve the imbalance in regional development.
