Research on the Performance Evaluation Mechanism of Scientific Research Funds Supporting the High-Quality Development of Research InstitutesinHenanProvince

Abstract：[Purposes] This study aims to analyze and propose a performance evaluation path for scientific research funds that is suitable for promoting the high-quality development of scientific research institutes in Henan Province，thereby providing valuable reference for improving the eficiency of scientific research funding support in Henan Province.[Methods] By focusing on and examining the problems and causes in the operation of the scientific research funding incentive mechanism in Henan Province，this research explores the construction of a scientific and reasonable performance evaluation mechanism. [Findings] The current performance evaluation mechanism in Henan Province exhibits several issues： some scientific research institutes have an underdeveloped performance management system; the performance appraisal of scientific research funds is noticeably short-term oriented; the evaluation criteria for fund usage emphasize "quantitative indicators" over "practical value";and there is a lack of third-party involvement in performance evaluation.[Conclusions] Recommendations include improving the performance management mechanism for scientific research funds across various research institutes; appropriately extending the cycle of the performance evaluation mechanism; refining the evaluation standards for fund usage based on actual research practices; and introducing a third-party evaluation mechanism.
