Practical Explorationand Experience Insights ofRegional Sci-Tech Innovation Legislation in China

Abstract： [Purposes] Sci-tech innovation legislation serves as a key institutional pillar for the innovation-driven strategy within the framework of law-based governance.By summarizing and analyzing the practical experiences of sci-tech legislation in diferent regions across China，this study aims to provide insights for advancing local sci-tech legislation.[Methods] Using methods such as comparative analysis and comprehensive analysis，this research summarizes and examines the concrete practices of local sci-tech innovation legislation in China.[Findings]Theanalysisreveals distinctiveregional legislative practices inShenzhen，Shanghai，Hefei，and Sichuan，each tailored to theirrespective provincial/municipal contexts.[Conclusions] Local sci-tech innovation legislation must embrace the dual roles of "institutional designer"and "innovation protector." It isrecommended to developaregulatory framework aligned with local needs under a unified legal system，strengthen legal protections centered on encouraging technological innovation，and establish inclusive and prudent regulatory mechanisms.These measures will help accelerate the development of a legal system supportive of sci-tech innovation and provide legal safeguards for regional scientific and technological advancement.
