TheProblem and Countermeasures of Intellectual Property Protection in the Transformation of Scientificand Technological Achievements in Henan Province

Abstract： [Purposes] This study aims to investigate the intellectual property protection botlenecks in the transformation of scientific and technological achievements in Henan Province and to explore a systematic solution tailored to the industrial characteristics of the central region.[Methods] By adopting a problem-oriented research approach，the study identifies the pain points in the innovation practices of Henan's characteristic industries.It designs a four-dimensional collaborative strategy，constructs an industry-oriented local policyand regulation system，implements a standardized system for intellectual property management，and promotes the "IP First Agreement" for industry-university-research colaboration.Additionally，it implements an IP culture cultivation project rooted in the county economy.[Findingsl The transformation of scientific and technological achievements in Henan Province faces issues such as gaps in the application of laws and regulations，weak intellctual property management in enterprises，a cost imbalance between infringement and rights protection，and a shortage of profesional service talent，allof which hinder the effective protection of technological innovations.[Conclusions]To address these issues，it is recommended to develop industry-adapted regulations，enhance enterprises'intellectual property management capabilities，improve the rights protection mechanism，strengthen cultural education，and promote the development of a local intellectual property protection system.
