Integration Model and Application of 2D and 3D GIS in National Land Spatial Planning

—A Case Study of Qibin District,Hebi City SHEN Baoxia WANG Yuhao NIU ZhifengYUAN Jiakai (Henan Provincial Third InstituteofResources And Environment InvestigationCo.,Ltd.,Zhengzhou45ooo,China)

Abstract: [Purposes] This study aims to address technical challnges in national land spatial planning through technology integration,providing new insights for better applying 3D spatio-temporal data to national land spatial planning and supporting the modernization of the system.[Methods] First, inductive reasoning was used to identify and summarize key spatial analysis issues and dificulties in national land spatial planning.Then,taking the territorial spatial planning of Qibin District,Hebi City asan example, the integrated application of key GIS technologies-rather than isolated uses-was analyzed from four perspectives: ecological protection,landscape visibility,digital city,and urban safety,resulting in a 2D and 3D GIS analysis toolkit.[Findings] Based on the outcomes of 2D planning,3D spatial visualization technology techniques were applied to present natural resource information more vividly and three一 dimensionally,making 3D scene displays clearer and more intuitive.[Conclusions] The construction of a

GIS technology integration model via the2Dand 3D GIS analysis toolkit is of great significance for enhancing the modernization of the national governance system and governance capabilities in national land spatial planning.
