面向城市更新的城镇开发边界内详细规划编制和实施探讨

AbstractIntheeraofstockdevelopment，thedetailedplaninghastorespondtotheneedsofurbanrenewal.Basedontheieaof examining planning system supply from theperspectiveof planning implementation demands，this paper first analyzes the two major challnges faced bydetailed planning inthe stock development era，andthen takes Jiaxing asan example to sort out the potentialdemands ofitsurbanrenewalactivities for detailed planning in project generation，schemereview，and projectappoval.Inresponse tothese needs，under the frameworkofthe top-level designofurbanrenewal inJiaxing，this paper proposes a mechanism for systematic innovation in the preparation and implementation stagesof Jiaxing's detailed planing.Inthepreparationstage，itemphasizesin-depthlocalparticipationandenancestheimplementationoftheplanning bydepeningtheevaluation，co-planning，controloptimization，andimplementationreinforcement.Intheimplementation stage，serviceprojectsareputintothedtabase，teclasificationadjustmentchanelisprovided，andthedetailed plang review and project evaluation procedure are integrated to accelerate the project implementation.
