Systemic Dilemmas and Collaborative Optimization Paths of the Industrial Layout of the Bohai Rim Port Cluster From the Perspective of Land-Sea Coordination

Abstract： The article focuses on the Bohai Rim Port Cluster， employing a comparative analysis approach based on the theory of land-sea coordination and regional coordination to thoroughly examine the current industrial layout and development characteristics of this region. The study reveals that the Bohai Rim Port Cluster faces issues such as high industrial overlap and low efficiency in marine spatial utilization. To address these challenges， a three-dimensional optimization system comprising objectives， principles， and positioning is proposed. The synergistic mechanisms of these three dimensions are demonstrated， and countermeasures such as differentiated division of labor， iterative marine spatial development， and shared port-city shoreline utilization are put forward. The specific logic of guiding strategy design under the theories of land-sea coordination and regional coordination theory is clarified， aiming to enhance the overall competitiveness of the Bohai Rim Port Cluster and advance its transformation from a “cargo corridor” to an “economic corridor.” This study provides theoretical references for the coordinated development of regional ports under the land-sea coordination framework.
